#1 which vehicle or engine are you talking about

#2 I have as of yet to hear what a restricter is on an RC vehicle. Usually that means a smaller exhaust pipe.

Ok I think that you are talking about the carb ventueri insert. This would be the piece that fit into the carb opening between it and the airfilter. A lot of engines use this to "choke" down the air coming into the engine and yes it restricts the performance. By taking it out you will need to richen your settings slightly and it should not really hurt anything on the engine as long as you adjust the carb settings to allow for the increased airflow. It will give you more power but I don't know how much because this also depends on the exhaust you are running. More air/fuel flow into and more exhaust flow out of the engine will drmamatically increase the performance of it. You can remove the carb insert without hurting your engine as long as you adjust the carb but if you don't adjust the carb you will risk burning your engine up do to lack of lube because it will run too lean. Give her a go and let us know.:D I looked up the part #29048 and it is the carb insert. You really don't need it because it really chokes down your air flow. Also keep in mind if you take it out your truck is gonna burn fuel faster.

If you are talking about the exhaust restrictor then just undo the three bolts holding the two halves of the exaust pipe, remove it and reassemble it. Otherwise i have no idea.

no, we are talking about the carb restrictor under the air filter
